well if I remember right there's no "discussion" while someone is filibustering, I think they don't actually have to do anything now

The filibuster is a tactic Senators use to delay a vote or get their fellow Senators to vote for their bill so that they can finally stop talking. It's pretty discussion-unfriendly.

I think a front lawn or garden is fine, seems kind of weird to me to cut out a square of space that can't be used for half the year
