Only in English. In Japanese, the Dark type is named "Evil". It is meant to balance out Psychic, and is countered by Fight types, who fight honestly as opposed to the "cheap" methods of Dark types (note how most Dark moves have low base power, but they hit a lot harder depending on the circumstances. Nearly every single one of the Dark moves can double their effective Base Power by exploiting various battle conditions).

Besides, there have been plenty of opportunities to introduce the Light type before. Reshiram was seen as "conclusive proof" of a light type last generation, but it was quickly shot down later. Then the hopeful fans seem to have recycled their arguments for every other new Pokémon revealed.

Also, introduction of a new type would screw Hidden Power mechanics.
