That would work well with Protect spam.

Turn 1: Protect
Turn 2: Move misses Hoopa
Turn 3: Protect
etc.

In that case there'd be no way that could ever be an ability. Either that or Hoopa just wont be able to learn Protect.

It would also have to be one of those abilities that can't be swapped by Skill Swap... unless they just don't care for game balance...
