If you choose to activate Slakoth's effect Night 1, that will mean you cannot use any Pokemon during Day Phases.
Slakoth doesn't count as an use of Pokemon, meaning even if you activate Slakoth's effect Night 1, you can still use a Pokemon that phase, but Slakoth's effect doesn't work on the Pokemon you use Night 1.

You can vote for starter powers if you have captured a starter Pokemon. Ex: If you catch Bulbasaur, you may vote for Grass starter powers.
