I believe if you have a repeat at the end of a song you go back to the first repeat in the song. If you add a repeat at measure two, you'll be fine. Warioman's Thwomp Volcano uses this.

Using a D.S. al coda might yield better results. The convention is that repeats return to the nearest foward repeat bar. In finale, select either D.S. al coda, or D.S. al fine. Place the sign at the begining of measure 2, and mark either to coda (which will send you back to the music after the D.S al coda), or a fine if you want to end the music somewhere in the middle of the song.
Try to do everything; you're bound to succeed with at least one.
