wikia is not just for articles, it's for full fledged communities.

Who wants to make a wiki?

I fully support the idea but in my opinion, what would go on it? what kind of articles would we make?
it'd be a waste of wikia's potential if we only had a few articles on it.

Not quite. Bulbapedia is a huge example of a wikia.

We'd basically be like the "staff" that makes all the articles.
