Black/White 2. He appears in the post-game after you beat Alder. Benga's the final trainer you face in Area 10 in Black Tower/White Treehollow.

That would explain why I haven't seen him yet.

He's the final "boss trainer" of the Black Tower/White Treehollow in Black 2/White 2. After you beat him, you get a shiny Gible/Dratini.

I think I'm a little underleveled at this point, but I might as well go back since my team mostly wrecks shit.

I can't remember, but I'm in the low 60's and I've gone through 5 or so levels.

It's really hard to be underleveled in the Black Tower / White Treehollow. You only fight as many trainers as you'd like since you can encounter a trainer then soft reset if it's not the gate trainer. Plus if you're struggling to beat them, you can just go back one area and the trainers there are the perfect levels to grind with.

I actually ended up fighting every trainer in every area so I was way over-leveled. It was kind of a waste of time looking back...
