Originated from 1986/7 NES Game Pro Wrestling
It then became a largely-used meme, often used in sarcastic tones like "You won. Good for you." "A winner is you."

Variations on it include "You're Winner!", which can be used in the same sarcastic context, coming from the 2003 racing game Big Rigs, usually layered on top of a trophy.

Then from there it shows up in various other games, usually intended by the creator as a reference to this meme.
