I believe it is better to start out being subtle if possible because if you are too forward about it too early on it can actually make things immensely awkward in the future which is likely not the desired outcome. Flirting can be a way to a gauge their reaction to certain situations that you present them with without being overly serious, direct, or demanding. If they react negatively to your efforts, you know that you may have to find another tactic or give up entirely. If they react positively, then either perhaps it will come out on its own (the thing I was expecting to happen) or you can be emboldened in working up the courage to tell them directly (what actually ended up happening).

When you put it using words like that, it definitely seems like a better idea.

The problem is that the way people interpret flirting varies wildly between people. So when someone thinks they're being subtle, it could be nothing to the other person; certain behaviors some people see as being more flirtatious are simply how others act normally around their friends, hence why not being subtle is usually the smarter move. I can safely say that the majority of people don't like having to interpret or pick up on subtle flirting because of all that, which would definitely put a wrench in the whole "reactions" thing. Of course, there's a good balance between subtlety and bluntness: it's just not always easy to find.

Well there you go. That's literally the reactions thing I was talking about. If the other person doesn't pick up on your subtle flirting, that's a sign you may need to be more direct. However, there was nothing lost from at least trying to be subtle. I'm only arguing the progression should move from subtle -> less subtle rather than starting with less subtle because you don't know how the other person will react.
