Latios messaged me for an opinion and I did some audio messing too:

So technically, everyone is right! However, since the arrangement's melody follows the accordion line at this point, I would change the note to a Gb.

Ah, there's the problem; I believe Latios meant m. 3 after the pickup measure. I agree that the dyad in what appears to be m. 4 should be C-G as well, though technically speaking, that is in fact m. 3.

Definitely 5/4; it does start in C Major, and I'd transition to E minor at 0:21.
